It appears that by Articles 1, 2 and 5 of the Postal Convention of the 24th November 1866, between England and France, all vessels subsidized ("Subventionnés") by either Government for the carriage of Mails are to enjoy the rights, privileges and immunities of Vessels of War, though they may carry in addition to the Government Mails, Passengers and Cargo.
